AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just over a week before national elections.
The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis published ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these parties, the study indicated.
The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the PVV.
The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.
The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
